Nah! Other states would parrot California.
Not that they have to. Most have no plans and rely on Feds. But, Massachusetts, for one, want's the same as CA.
And, if you meet the most stringent requirements, you can sell anywhere!
Besides, isn't "states rights" a repo idea?
