1) My "homeland" had a vested interest in the thing coming out a certain way, and

2) The foreign nation didn't have that same vested interest, and

3) The foreign nation has a reasonably good record in maintaining neutrality.

All three of these criteria are met in this case, so I guess I'll go with Switzerland in this case. I mean, If you were Duh (Ghod forbid...like we need two such sacks of hair in this country!), wouldn't it be in your best interest to have Osama "probably alive" somewhere? (Hint: Yes!)
