Never any doubt.

The press made this an issue, the questions of "why didn't they leave".

I don't think anyone with half a brain wondered about this for too long. For some, leaving simply wasn't an option at their disposal. No money, transportation or possible destination.

Compounded by the fact there was more of them staying that could be accomodated by the "shelters of last resort".
