Welcome to IWETHEY!

New Went to GoDaddy
DSL's static IP address. His address is like 64.X.X.89 and they have it as 207.X.X.X instead

I would imagine that the '207' IP is where they have it 'parked'. Upon review of the site, I found that they (appear to) have web-based account management (as I suspected, I have this with Register.com). You should be able to modify his DNS records from there... Have you checked out the web-based management?

New Re: Went to GoDaddy
Web based management, I've never used Godaddy.com before, I ignore any company that bombards me with a ton of spam mail or pop-up banner ads.

Besides I do not have my brother's password and account info. But when I find the time to get back to work on his system, I'll ask for it and see if I can change the DNS settings via the web manager.

Right now his system is down due to his DSL modem not getting Synch. I am not sure why? It was working fine, and then all of a sudden started blinking red lights. Powered it off, waited 3 minutes, powered it back on, no synch. Kept it off overnight and he powered it back on this afternoon, and no synch. I have the same ISP, but I got synch. He lives in the City, I live in the County. Some drunk may have hit a telephone pole that the DSL line was on somewhere in the city?
