The only reason the Crimea is full of Russians is because Stalin shipped out the Tatars who lived there, replacing them with "lucky" (it's a dry, arid shithole by all accounts) Russians.

Sevastapol was "founded" by Catherine in the 1700's and has been exclusively held by russia ever since.
