Back in the day when federally protected species came into law, All raptors, carrion birds and seagulls were put on protective notice. The place is lucky all of their assets were not seized, the law provides for such. Putting a Seagull feather upon a peice of art renders that art property of the federal government. All Alaska natives are very careful which type of feathers they use in decorating their crafts. More than once an entire year's work of crafts/sole income has been seized for a raven feather.
Be careful what you wish for, for it has unintended consequences. Now for your friends, they must get a federal permit by proving they have the skills, ability and place to care for injured federal critters. I suggest calling the eagle sanctuary in Homer Alaska for hints on how to get one. If they had the permit, the local goons cannot do squat.
