That's why the 'scanty' part.
Actually leather with chrome rivets and spiky heeled boots is far superior in all respects, but a lot of people can't afford leather.
A woman I knew years ago bought her "controlled substances" from a guy who's up-front business was making custom leather goods with lots and lots of chrome buckles and rivets. When asked how he knew this stuff all worked he replied "Me and my boyfriend, we try 'em all out just to make sure".
