But any plan that we offer...any thing that we do, will not solve their problem. They have to find a solution that they will accept because they're the only ones who can look to one another and say, "I'm not fighting anymore."
Yup.

The problem is that in ANY situation there are power centers.

And there are people who occupy these power centers.

And these people have a vested interest in sustaining the current system.

So, the options:

#1. Find a way to offer them a BETTER deal than they currently have. Very difficult to do, in my opinion.

#2. Kill these people. But that leaves a vacuum which we will have to fill before any others of them do or we just keep repeating the process.

#3. Neutralize their power base by luring their current minions to another power center.

#4. Neutralize their power base by segregating them from the other, less radical, groups.

Just about ANY way we deal with the situation will be PORTRAYED as the evil US imposing its will upon the Palestinian people.
-UNLESS-
The Palestinians get just about everything they've ever asked for to the detriment of the Israelis.
-WHICH-
Will piss off the Israelis.

The reason it will be portrayed as such is that that will be the easiest way for the people with the power NOW to KEEP their power.

Now, we're going to have to invest people, on the ground, helping the Palestinians build.

The current leaders who don't want peace will send a suicide bomber to take out some of our people.

And we're back to the beginning. With one act, the people with the current power get to keep their power.

You can lead a horse to water.

You can shove a garden hose down his throat.

You can pump his belly full of water.

But you can't make him like you for it.
