The question here, without a net connection, do I HAVE to create a PPP connection to somehwere 1st, or is the a direct dialup method for send pure numeric messages as if I was sending messages to a beeper?
New You can't do shit with PPP on its own.
You need to dial into an SMS service centre with an appropriate piece of software.

I believe that if you pay people money, things like ICQ and MSN Messenger can sprout this functionality in both directions (computer<->phone)
