I'm against gun control in all forms, until there is a Constitutional amendment to the contrary.
So basically, you're for it, but it's not currently allowed. So let's see if you can come up with a variation on the theme that'll have the same effect. The "DRL loophole" so to speak.
Now that that's over, on to the problems in your proposal.
1) In Vermont, gun ownership is completely unrestricted. Never have been any gun ownership restrictions in Vermont. Ever. [1] Good luck instituting some.
2) It's legal to make your own rounds. I have a few friends who do so. Would you outlaw this practice, even though the people I know who manufacture their own rounds do so completely legally?
f) Submit to a background check and waiting period.
3) A background check is already mandatory for purchasing a gun in the US. Why require a second to purchase ammunition?
3a) A waiting period is already mandatory for purchasing a gun in the US. It's called the Brady Bill. And it doesn't work. [2]

The evidence...indicates that the Brady law has been associated with significant increases in rapes and aggravated assaults, and the declines in murder and robbery have been statistically insignificant. All the other gun-control laws examined...were also controlled for..., but because their estimated impacts were essentially unchanged, they are not reported.
