... and returning inflation to 2 percent while ensuring that it does not run persistently above or below that level.

It should never have been treated as an upper bound. Persistent 1% inflation should be considered as bad as persistent 4%. Unless you're a lender, of course, then you don't want the value of your extended credit inflated away.
