URL please, or shut the fuck up (preferably after apologising). 2) Yes, it could well be that many people wouldn't have needed (to immediately spend all of) it and just banked (most of) it. Still probably would have been easier to give it to everybody, because a) 't'would save a lot on triage and administration and handling of applications and b) 't'would be worth it to avoid idiotic objections like that. (For example the Nordic countries give child benefits to everyone regardless of income, partly precisely for reasons of not having people whining about how they "pay a heck of a lot in taxes and don't get anything for it".) -- Christian R.
