I think the main problem is that I'm not used to the UI.
Selecting the iPad, then clicking the Apps button at the top, then clicking the Sync Apps checkbox, then hitting the Apply button at the bottom did the trick. Why that isn't the default is rather curious...
It looks like I've got to do a lot more exploring of iTunes before I finish configuring this iPad for my mom to use...
