The Bells are telling the truth; NSA didn't get the records from the Bells, but through "other means" (can you say "Carnivore"?...I knew you could....). The statement (or, nmore accurately, implication) that they got it from the Bells is disinformation to keep knowledge of these "other means" away from the vast unwashed.

These were records supposed handed over by the Bells' own free will, simply for the asking. Carnivore, as I understand it, Is supposed to gather (at least) this same info without the knowledge or consent of the Bells (or anybody else, for that matter).
