And hence its reasonable for things to look broken.

This is the time for site owners to adapt. If they keep this strategy, most people will never ever see the benefits of the fixes.

Also, even quirks mode stuff will benefit from the CSS fixes (which is most of what there are). Much of it is adding support for CSS that IE 6 doesn't implement or implements wrong (and so isn't used).
