OK, if you've taken a dense pill this morning: It seems as if the Brit Gubmint is not satisfied with stifling whatever passes for Free (as in Speech) Speech on the isle, nor with exporting native-born nationals for viewing "unapproved" web sites; it seems that they want to stop at nothing short of restricting your right to breathe if you happen to leave your flat while the Surveilance Officer assigned to you happens to be taking a leak at the wrong time....

It has to do with what the fuck your Berk and our Berk are doing to our world. As bad as the "patriot" act is, it doesn't (at my last reading, anyway) authorize shoot-to-kill. Nor does it authorize the deportation of native-born nationals under any circumstances; for that matter, it doesn't authorize deportation of foreign born nationals for such things as advocating the overthrow of the govenrment, or for such mundanities as have the audacity to visit an unapproved website. It does authorize all sorts of heretorfore illegal surveilance, search and siezure, and is a data warehousers wet dream. But the only thing those dreamers are shooting is gizm, not bullets.

(And I'd say that was a rather significant difference, wouldn't you?)

Sorry, dude, but that far antedated PAT-Riot. The President (in the abstract, as opposed to the instance now holding that title) has had the ability do authorize all that for quite some time now.

And I'd say that shoot-to-kill is modus operandi in Iraq, so, yes, they do.

You're going to have to do much better than that. As the latest incarnation ofthe War Powers act gives the military (cf police) powers to invade a sovereign state for the purpose of securing their oil supplyDemocracy for that benighted part of the world, they can shoot whenver they want. The army hasn't invaded the USA (yet...).
