That "repair the damage to all relations with other countries" strawman is what you are hanging your hat on. Listen: you are naive. The business of government is to perpetuate the government. It should survive long after you or I have been planted back into the soil. The naive "old hippy shit" Clinton style lassez faire bullshit foreign policy is what led to 9/11. Other countries "loved us" then because they perceived us as weak - as all talk. They forget that we are the only nation in history to have actually USED a weapon of mass destruction on Japan. Look, there are basically two reasons why 9/11 happened:

1) A Muslim fanatic with way too much money got pissed that the Infidels (that us, Jack) sent troops to The Holy Land\ufffd at the request of the Head Weenie of that selfsame Land\ufffd; furthermore, we had the Satanic Audacity to send wimmen to that land...without bhurkas or veils or anyovthatstuff. 2) Said Muslim Fanatic sent his minion to the US to "train" for the Ultimate Sacrifice (w/ Virigns, Paradise, and all the trimmings). You know, we actually did know they were here, and doing all sorts of wierdball things; like, learning to fly without bothering to learn to land or take off, for example. It's been documented that the folks who discovered this did try to report this wierdball behavior to their "superiors", but along the Information Highway, that bus got shuttled of onto a rest stop, and was never allowed to get back on. After all, the wierdball things were being done by citizens of The Holy Land\ufffd, and summarily drubbing said wierdballs out of the country would have been bad for the [oil] trade.

Who was in charge of sending that bus onto that rest stop? Hint: Wasn't Clinton...
