Traditionally this was set at maximum canon range, so 3 miles. Today's canon are considerably better, so many countries claim 20 miles.

The International "Law of the Sea" treaty specifies 12 miles and an "exclusive economic zone" of 200 miles.

which is arbitrarily set by the coatal coultries. The US holds that up to 200 miles offshore they can regulate fisheries and transportation. This of course is claimed in the Carribean as well with the US only recognising 3 miles off of the Island nations as being non US waters.
