Who's to say its seaworthy (which I'm sure was the excuse for removing the people - obvious evidence to the contrary notwithstanding). As to sinking as nav hazard - shoulda taken it in tow then. As a boater with limited exposure to the CG - I put them at the same level as highway patrolmen - I'd never call them and I don't want contact with them of any kind. The US holds that up to 200 miles offshore they can regulate fisheries and transportation.
