New Bush doesn't like whistle-blowers

Only hours after signing the corporate reform bill, Bush took action to substantially weaken it. The administration issued a policy statement outlining how it would interperate certain provisions. This is a fairly common practice, intended to help the justice department be consistant in applying vauge laws.

But in this case the policy statement serverly tightens the situations when the whistle-blower protection applies and does so in the face of the laws clear (for a legal document) wording.

The orginal document grants protection to people providing information to congressmen. But the Bush interpretation only provides that protection to people who provide information to an already existing investigation. People coming forward with information to trigger the investigation would not be covered.

Publically it would be political suicide to fight the bill. Which is why he didn't.

But both he and those he is closely associated with are natural targets of this bill (for instance his own past actions have been banned), so privately he will do anything he damned well can to weaken it.

What is news about this? That he got caught so quickly?

New Isn't that up to the Judicial branch?
The Judicial branch will interpret the laws based mostly on how they were written, and not on how the executive branch interprets them.

Thus, I don't see what the hubbubb is about.

The judicial branch isn't in charge of how the law is enforced - if nobody makes it to court, the judicial branch doesn't get much to say.

I won't go into how mandatory sentencing has substantially shifted power from the judicial to the executive branch already.... :P

The "unprotected" whistle blower takes it to court. They blow the wistle, get no protection, and then sue for not getting protection. I don't see where the executive branch is really involved here. I must be missing something.
