the point I was trying to make is that if there is private money keeping those folks sucking air, then a public denial of service would be a taking. if it is public money then I have no issues with removing them and sending them to hospitals.

Personally I have a document that states if I cannot suck my own air after 24hrs on one of those things unplug it and give to someone it can help.
