there's a pertinent bit of info on that page:
The OpenBSD team does not offer a downloadable ISO CD-ROM image of the operating system. However, they do allow third parties to create and ISO image and offer it, but it must have a different layout than the "official one".

New Painless FTP install
Well, not exactly painless.
Seemed like a 1st cut slackware install where I had to plug in the disk layout by hand.

But the FTP portion is going along just fine.
