...that uses the same equipment, but no PPPoE, ("Always on internet!") it appears to be some kind of market segmentation thing.

New Qwest line with local ISP
No PPPoE here. Qwest provided modem/router, which I have configured just as a bridge. My inlaws have Qwest/MSN with the same modem/router..but it uses PPPoE. I do my routing and firewalling with a linux box (IPCop) as I have a /29 network from my ISP.
