All it implies is a request that you limit yourself to posting in the other fora only when you actually have something to say.
The hypothetical "Nightowl Forum" would be for all your other posts, where you don't speak of anything relating to anything besides yourself.

Who ordered you to be like that? Actually, I doubt you actually do behave like that -- I certainly don't follow all the fora here (I tried to, but just couldn't keep up with the sheer mass of posts), but I seem to recall seeing both
- fora I do follow, without any participation from you, and
- statements by you that some fora are "too technical" for you.
