That is what management is all about these days, placing responsibility on others below them and never taking the blame themselves. This is how a company can downsize the blue collar workers for the mistakes that the white collar workers made. Someone has to take the blame, protect management from its own blunders.
Actually I would have respected Bush more if he did take responsibility for the error and admitted that it was a mistake instead of just passing the buck.
