New He's just pointing out that the Iraqi forces
are being rational. Don't expose yourself to risk unnecessarily, because it will get you killed.

FWIW, I think the rules of engagement are not really the issue; I think that perhaps bad training is really the issue. You have to have really been indoctrinated to think that being honourable is better than being the one standing at the end of it.
