Iraqis seem to think that we're invading their country, and should be resisted by any means. FWIW, I think the rules of engagement are not really the issue; I think that perhaps bad training is really the issue. To translate the question... "what do you think the Iraqi soldier is going to do... stand there and wave at you while lighting his, his buddy's and his friend's cigarettes?
