It looks like Mexico is not rolling over for the US. They are still not supporting the resolution put forth by the US. They are carefully keeping their mouths shut, but their actions seem to imply a no vote.
My impression is that the White House made a serious blunder here. Powell was sent down to Mexico to try and line them up by offering to back Mexico's posistion on certain immigration issues.
What the White House forgot is that they already agreed to those things to get Vicente Fox's support during the 2000 election. Those promises were quickly forgotten by Bush and company once installed in the White House, but Fox certainly remembers them. He wasn't inclined to agree with the US government previously and he is even less inclined now.
I suspect that getting rebuffed in Mexico is part of the reason for the recent talk of amending the proposal before the UN. While Blair will be the one to put forth the admendment, it will have to be approved by Bush first. The White House doesn't think it can line up the votes now, and while Bush will do it if he has no choice, withdrawing the proposal and then invading Iraq would be a major political embarrassment.
