P.S. By way of deconstructing the talk/action dichotomy:
1. When someone in authority issues a command, that's talk. It's also action.

2. A credible threat of action is sometimes enough, as we saw in the Cold War. We'll see what effect all that firepower in the Persian Gulf has. (It's going to have an effect, and the end result will be regime change. The question is: by what chain of events precisely?)
