You can't prevent the other user from replying to you, but he is clearly told (on the New Comment page) that he is talking to the hand.

It's a very basic capability we all have in real world: to move to another place, to not hear the continuation of discussion.

I only restrict twit's posts in answer to me. He/she can still post elsewhere, including "Hey, Arkadiy" in the open forum. And, let's make the "no responces from me to twit's posts" a necessary precondition for "no responses to my posts from twit".
