If a poster isn't violating the [link|http://z.iwethey.org/forums/render/forum/show?forumid=5|Guidelines], then they shouldn't have limits on their posting privileges.

If a poster wants to annoy others by posting off-topic messages, (and I think that's been the main source of disruptions in the recent past), then s/he risks being ostracized by the group, and/or banned. I think that's sufficient sanction.
