Outlook Alternative
Outlook security is apparently very poor or non-existant. Not that I need an Exchange client, but POP3/SMTP works fine.
I am already considering [link|http://www.eudora.com|Eudora] as it works fine with PGP and I used it before, but it was so buggy and kept having problems reading my ISP mail servers that I had switched to Outlook. I assume they may have fixed that issue now?
Will Ximian work with Cygwin or Monkey Linux? Looks like I will have to grab a large amount of files to download it. WS_FTP or GFTP?

Old Gnorm must be halucinating when he thought he saw that it was available for Cygwin, the Cygwin port of Gnome was done, and apparently seemed to be working? But what do I know, I am just some sort of idiot who does not appear to know the difference between "X-Windows" and "X Windows" and installation errors that make no sense?
In any case please help me out to find a new email client that does not have a ton of security issues and support PGP and other neat stuff like Outlook does. Would be nice to have a built in Calendar, Contact list, Journal, Tasks, and Notes and use shared drives to share email, calendars, etc.

You're covering the ground pretty well
First question: personal or business use?
At work, most Windows users are on Eudora. Seems to go pretty well, though the app does have its warts. Fortunately it's Unix-compatible mbox format underneath, so you can access your local mail with a wide range of tools.
I checked on this last week, Evolution isn't ported to Cygwin. KDE has just been, but it's still a bit raw (trans: I couldn't make it work) and slow (per others). Several of the command-line / console mailers work in Cygwin, including mutt.

Have you looked at PMMail 2000?

I've use the OS/2 version for years now. If they were smart, the company would port to Linux. I still haven't found any email client on Linux that gives me the degree of account separation that PMMail/2 does.

PMMail is being ported to Linux
PMMail is definitely the best mail reader I've used or seen. A number of my clients are using the Windows version to reduce virus problems and to handle multiple accounts, which it is particularly good at.

Not quickly enough, unfortunately.
As much as I love OS/2, it's days here are numbered when PMMail comes out for Linux. I, for one, will gladly pony up the cash for it because there's nothing like PMMail in the Linux world.
PMMail/2 and ProNews/2 are almost the only reasons I'm still on OS/2 at this point. Hell, even the Philly OS/2 User Group has decided to expand their charter to include Linux.

Incredimail
It's a toy. Avoid. If you're a fan of interfaces that move, bounce, zoom and jiggle, you'll like it.
Personally, it brings me out in hives just to look at the damn thing.
My recommendation stands. Mozilla mail plus Enigmail.
Email for grownups.

Question for you
does Mozilla mail and Enigimal support PGP/GNUPG? Not that I am using it currently, but if I have to give someone finacial informtion or something I don't want floating around the Internet that is personal info I would like to use encryption.
