From a quick read of it....
I'm not any more convinced that Iraq is a threat.
My summary: "Our intelligence network has 'discovered' these 'facts' that show Iraq has chem/bio and may have nukes soon. But we won't provide the evidence."
This is not a "dossier". A "dossier" has pictures and reports. This is a report on Iraq's previous endevours and unsubstantiated claims about their current endevours.
That, tied with the pre-announced release leads me to believe this is political in nature.

That said - there's not much there in the dossier that wasn't already known.

Don't buy it
Even the text-only versions of the document retain the "see figure 1"...."see figure 2" references. They're kinda hard to miss if you are making any serious attempt to read it.
For the record, the BBC site states: "This is a text-only version of the dossier. Certain elements including images have been removed for ease of use on some computers. The text remains the same as published."

I've just read it.
There's nothing in the dossier that wasn't already known. It's a rehash of claims with very little evidence outside of past well-known atrocities.
I'm no fan of Saddam Hussein... but I don't feel our government should be willing to risk Canadian lives on the strength of that.
