It's called ClockManager, and what it does is sync your system clock to 1/100000 s accuracy. Not only that, but it uses NTP servers to check the accuracy of your hardware RTC and adjust the system time accordingly.
In order to do this, you need to install a new clock01.sys (clock driver) written by the author and based on the Device Driver Kit sources. So far I've not had any problems with the driver, and watching the clockmanager do it's thing is extremely cool. According to the manager program: Initial hardware clock error is -0.416 seconds/day. It constantly modifies that as it checks the system clock against the various online ntp servers; since the RTC is affected by its temperature, it will check at a user defined interval and modify it if the ambient temperature if affecting the RTC. Finally, in order to prevent a discontinuity in time stamps, when adjustments to the system clock need to be made, it does so by speeding up or slowing down the system clock as appropriate until it is in sync. Pretty cool stuff!
