At least some people/groups are trying to push that meme. Putin is something else. Russia is too poor to be a decent Cold War adversary. I mean, propeller driven strategic bombers based on copies of the B-29 in the 21st Century - really!!?11
Of course, we have a huge amount of trade with China, so having a Cold War with them seems a bit difficult to pull off. We have much less trade with Russia, and Europe is trying to wean itself off of Gazprom's gas but isn't there yet.
Things were much simpler back when we didn't have significant trade between potential adversaries... ;-)

(Who thinks the Ukraine/Putin situation could go on for a very long time, or could end quickly (e.g. if he were voted or forced out of office; or if a settlement is somehow imposed). It's hard to guess.)
