The government pays for labor. (E.g. It was illegal for US government employees to work during the government shutdown.)

(Of course, it also accepts volunteer labor, but only under certain circumstances.)

One could probably rummage around here to figure out which piece of the puzzle thought this solicitation was a good idea.
