Capital wants access to the cheapest resources, whether these be material or labor. International boundaries are to be maintained where they serve the interests of capital and dissolved where they impede these interests. Late-stage capitalism is transnational, or rather, post-national (although separate sovereignties will continue to serve certain useful specialized functions: see Caymans), and no one who has been paying attention in recent decades should be astonished at this report.
