International boundaries are to be maintained where they serve the interests of capital and dissolved where they impede these interests. Late-stage capitalism is transnational, or rather, post-national (although separate sovereignties will continue to serve certain useful specialized functions: see Caymans), and no one who has been paying attention in recent decades should be astonished at this report.
