Some debate exists as to the meaning of this phrase. Consensus exists that anyone born on U.S. soil is a "natural born Citizen." One may also be a "natural born Citizen" if, despite a birth on foreign soil, U.S. citizenship immediately passes from the person's parents.

Obama born in hawaii, US soil with a US mother is natural born. Cruz born elsewhere with only the mother being US makes him a US citizen but ineligable. Until a court or the senate decides differently the answer is yes, not eligable. Cornell is a reasonable law university. You may apologise at your convenience.
