Personally, that whole practice where those with privileged access to the NYSX systems get to use microtransactions done based on the lag time between it hitting there and hitting everyone else should get prosecuted under insider trading laws.

Ban the current setup, where they're physically co-located in the exchange server room, and they'll just build a new space at the NOC or the CO, whichever gets them the signal faster. They don't have to be faster than everybody, or faster by a lot. Just faster than most, and just by a little.

It wouldn't take much of a transaction cost to eat up the margin from that activity.

go into the server rooms, seize the machines of everyone who's got one in their, run the forensics on it, and start putting the officers of those institutions in jail for running those trades.
