Plus dozens of ways to game this that I can think of without trying hard. Other choices not offered: * Eliminate patent protection for drugs and pay for research with direct NIH funding. Medicare/Medicaid savings will more than make up the cost of funding. * Allow foreign-trained doctors to get licensed here. Let local docs see what foreign competition feels like. * Same for attorneys. * Require all congresscritters to use only the Medicare/Medicaid benefits available to civilians of their age. (This assumes we've already got the "everyone can join Medicaid" proposal done.) * Financial transaction tax. Stop churning and make the inside-the-server-room arbitrage unprofitable. -- Drew

Ban the current setup, where they're physically co-located in the exchange server room, and they'll just build a new space at the NOC or the CO, whichever gets them the signal faster. They don't have to be faster than everybody, or faster by a lot. Just faster than most, and just by a little. It wouldn't take much of a transaction cost to eat up the margin from that activity. -- Drew
