Maybe not, if ongoing investigations were indeed stopped by the firings. But the assertion I've made several times, which you still haven't addressed, is that elected leaders should be held to at least as high a standard as military personnel. Specifically, it should be possible to find them guilty of abuse of office[1] even if there was no law explicitly prohibiting their behavior.
