The government should not care about extreme modesty but regard masks, veils, sunglasses etc as impediments to all face-to-face communications except casual ones. If an administrator or policeman believes such communication is needed and the person insists on hiding their face, they shall be regarded as being uncooperative or deceitful and the civil servant can decide against them with prejudice. Unilaterally obsuring communication is an attempt to subvert the system.
