I think it is highly indicative that in the PoS he called a speech he basically recited his wishlist, said he was committing to it, and then told Congress that we might be able to afford it if none of them added anything more on top.

That is a big damned if, and he seemed more happy about his power trip than concerned about the fact that pigs will fly first. (By "pigs fly" I mean congress-critters being tossed out of office en masse, but I digress.)
