Tedious but straightforward
Why hasn't anyone on the Gnome, KDE or Debian teams already done this? Freaking stupid, it is.

Debian has made the alternatives available. (plus KDE upd)
But, it is up to the app developers to do the standardization.
Now for KDE, I found in the control center that there are a myriad of locations.
There is in KDE Components, Component Chooser. There is both email-client and web-browser.
Set those to your choosing (but web-browser) should still be /usr/bin/x-www-browser
For the Internet & Network, Web Browser location... all of that applies to Konqueror and Konq only.
After that for KDE, I don't know and you will probably have to fix each Application as they do it wrong.

Problem is, Evolution isn't in the KDE configs
If there's a way to directly set it for Evo, I don't see it. My last guess is the changes aren't applied until I restart KDE. Will confirm that shortly.

So, which browser *IS* coming up?
I guess I'll need to dig deeper. \r\n\r\nBut good news, I did find more places to Fixify. \r\n\r\nBad news, you have to use gconf-editor or blast into the xml yourself, and other places too. \r\n\r\nHavoc, yes, I am sure you feel my pain when I say: DAM YOU! \r\n\r\nDetails for gconf-editor: These need to be changed to x-www-browser %s
/desktop/gnome/url-handlers/\r\n- unknown/command
\r\n- about/command
\r\n- http/command

\r\n- ftp/command

\r\nThe following also needs to be changed to x-www-browser
/desktop/gnome/applications/\r\n \r\nMore as I find them. \r\n\r\nIf you dare to edit the holy XML, you are on your own. I will not fix any problems you come up with. You see, I am not a proper Gnome Citizen. Therefore, I am not helping the situation by allowing people to work on making things the way they want. \r\n\r\nBUT, if you have the package jabber-helpdesk-ziwt-greg installed, you might get some help.

Quanta, which is an editor not a browser
I assume it's because it's a .aspx link, but the only place I can find Quanta listed is in the KDE Control Center -> KDE Components -> File Associations menu as one of the handlers for html. But I already deleted Quata as an available handler for it. So I'm out of ideas what is causing it to come up.

I'd purge that puppy.
The other two package are meta-packages that are used to make installation easier.
You don't NEED to have them.
apt-get remove --purge quanta kde kdewebdev basically only removes quanta
The meta packages are optional and really only useful for installation.
Burn'em out.

No, not at all.
What it is is a "package" that depends on a prefdefined set of installable items.
It is for ease of installation.
Instead of and apt-get install <insert 350 specific packages to get a "workable" install of KDE>
You get to do this:apt-get install kde
