CentOS is an operating system. It is probably installed on the computer that runs your website.

Anyone who would send the initial message isn't going to know what an operating system is. They think that Windows is what is on computers.

We hope you are happy with it, since we produced it for free and you are able to use it without paying us ... and are even threatening to have us arrested for providing to you free of charge.

Odds are he's not using it. Someone who's supposed to be profiding a service for him is using it.

Please contact someone who does IT for you and show them the page so
that they can configure your apache webserver correctly.

Again, the guy isn't going to know what an Apache webserver is. As his later email shows, he's got four computers in his office that are showing the wrong thing. He thinks anything displaying on those screens must be running there. This doesn't make him an idiot. It makes him completely unaware of how computer networks operate.
