In the 1st case, NO ONE READS THE 20 PAGES.
In the 2nd case, he was probably screwing with the developer, but with a reason.
Any time there is more than 2 pages of docs, there needs to be a short executive overview before the docs. That is what the QC guy wants.
They overview would say something like:
\nThis program loads data.\n\nIn order to load data, you MUST create a control file \nthat describes the data, the locations of the fields, \nthe source of the data, and the destination of the data.\n\nAfter the control file is written, you would then execute:\nload_data -f my_control.dat\n\nFor more information on the construction of the control \nfile and any other options to run the program, please \nrefer the the following document.\n
