Thread a bit -- 4, 6, 8 inches? -- of thicker, stiffer, hose over the wiper arm and the washer fluid line both? Dunno, depends on a lot of things, like whether you can find a fitting inner-diameter hose(*), and the shape of the wiper arm's connector for the wiper blade, whether you can get the hose pushed on over that; stuff like that. But, if all those dependencies can be worked out, it might work, IMaO.
Or, heck, if the washer fluid line is on the underside of the wiper arm (as one would imagine it has to be, for the snow to be able to pinch it off), maybe you can just move it to the top side? It might be too short, but then you could get a somewhat longer bit of hose to replace it with. And sure, that'll look a little less neat in the summer. If that matters that much to you, then move it back and forth each spring and autumn.
(*): I'm thinking, perhaps something like the ones that move coolant from the engine to the car's heater system.

But as to to hose idea, I think I'll try that before I take the welding class to try Greg's. The problem, of course, it that I can't get a clear view of where it's actually pinching, seeing as it's under the wiper arm.

Doesn't matter if you know where exactly it's pinching.
Just cover it with a stiffer hose for as much as possible of the wiper arm's length, and you'll *probably* have included the exact spot.

Amazing how you see what you expect
Remember that study that showed you can mix up all the letters except the first and last and it's still readable? I wonder how much you can mess up -- order, incorrect letters, incorrect but similar words, not-quite-real words -- and still have it readable. You know, like reading boxlish or ashtonese.

Heh - yeah, amazing. For me, just like Roomy, B & A are...
