While we're talking about cars
I've got an '02 Chevy Cavalier. Nice little car for what I paid, but a really annoying problem. Snow and ice collects at the base of the windshield under the edge of the hood. On the driver's side at the base of the pillar, it packs in under the wiper arm and consistantly pinches off the windshield-washer fluid line. Any ideas for keeping this clear.

Depends whether you are moving
If it only happens when you're parked, a thick sheet of plastic will solve the problem. I covered my car for YEARS with huge huge sheets of plastic, clothespinned together and shut into the doors and windows to hold it in place, and it kept all that stuff out, and kept the doors from freezing shut also.
If it happens while driving, I'm not sure.

Thread a bit -- 4, 6, 8 inches? -- of thicker, stiffer, hose over the wiper arm and the washer fluid line both? Dunno, depends on a lot of things, like whether you can find a fitting inner-diameter hose(*), and the shape of the wiper arm's connector for the wiper blade, whether you can get the hose pushed on over that; stuff like that. But, if all those dependencies can be worked out, it might work, IMaO.
Or, heck, if the washer fluid line is on the underside of the wiper arm (as one would imagine it has to be, for the snow to be able to pinch it off), maybe you can just move it to the top side? It might be too short, but then you could get a somewhat longer bit of hose to replace it with. And sure, that'll look a little less neat in the summer. If that matters that much to you, then move it back and forth each spring and autumn.
(*): I'm thinking, perhaps something like the ones that move coolant from the engine to the car's heater system.

But as to to hose idea, I think I'll try that before I take the welding class to try Greg's. The problem, of course, it that I can't get a clear view of where it's actually pinching, seeing as it's under the wiper arm.

Doesn't matter if you know where exactly it's pinching.
Just cover it with a stiffer hose for as much as possible of the wiper arm's length, and you'll *probably* have included the exact spot.

Amazing how you see what you expect
Remember that study that showed you can mix up all the letters except the first and last and it's still readable? I wonder how much you can mess up -- order, incorrect letters, incorrect but similar words, not-quite-real words -- and still have it readable. You know, like reading boxlish or ashtonese.

Piece of lexan.
I had a Nissan that had the same problem.
I grabbed a piece of lexan about 1ft sq. custom fit it to the hood and the fender and the fascia on the bottom of the windscreen (windshield for those not in the know). I left the lexan about 1/2" longer than the fascia and then attached the lexan to the with pop rivets to lexan right angle made from scrap, then to the fender (a small 1/8" hole in 2 places is all that is needed). After that I angle cut the Lexan shield to afford the wiper to move over it easily.
Only thing I would have changed, bend a right angle on on side of the piece first, then notch the right angle in the needed places to afford curvature and make it as long a the wiper blade.
YMMV, depending on your "Tool" skills. Sheetmetal working familiarity is a good thing. The better the fit to the hood and fender, the better it'll work.
Even *I* went through 2 revisions, shoulda did a third, but I was gonna sell the car after the Winter, and did. If I'da kept it, I'da done a third revision with the right angle in the longer shield first.
