Draft of introductory mission statement:

When, in early elections of the 21st century, the realization became inescapable that - rampant and premeditated Murder of the English Language was threatening the very roots of the American Republic and its continuing existence under the Constitutional Rule of Law:

This Agency was conceived then nominated to become a (one) means of formal and rapid fact-checking, employing all modern means of collated information technology. It was realized that the credibility of debate on many / most? important issues facing an informed electorate, depended pivotally upon the quality of factual material presented (on all sides). Some simple suppositions about facilitating the process of testing many assertions of a factual nature - led to these desired goals and means:

1) There should be actual debate. (This was deemed to be an unarguable assertion.)

2) Those who would oversee any such process as purported to clarify issues and assertions, rather than advocate (or disguise) - would need to be disassociated from most any recognizable pressure groups, as much as that ideal might be feasible, practicable.

3) Assisting this aim - the Director must set the example of possessing neither palpable allegiances from past positions nor the appearance of such, and apply similar criteria to employees of the Department. Tenure should not depend upon any Government official, including the President - and only impeachment may remove such a one from office.
