Would that be 51% of those eligible to vote?
51% of those registered..
51% of those who actually do vote (say, on a Good day)?
What about a mere 50%.
Would 10% Actually in the Streets - mean anything at all?
11%?

I do so love bookkeeping data to 3.00 digits as overrides any concept of the significant.
